Delaware company to handle phone calls

To me obviously a scam. To someone more vulnerable their identity would have been stolen in one phone call. They asked for my Medicare ID number, name and date of birth.

Received a text from this number: "DRILL for Code BLACK at 101 S Washington St. Shelter in place until further notice." 38 minutes later received this text: "ALL CLEAR code Black. Return to normal operations. This was just a drill. Reply stop to stop"

Called my cell phone & when I answered NO one was there. I called the number back & got a recording the number I was trying to reach was Unavailable & leave a message after the tone. I hung up. Number is now blocked

Computer voice says that $1299.99 has been charged to my apple account. I do not have an apple acct account.
