Called my home at 5:10 this am. First of all, I live in Florida. Secondly, I work for the Veteran's Affairs and this is not the contact number they would send a text message test from, it would come out of the Washington DC area. Third, a text test would come to you as a text, not a request for a call back. This is a SCAM. This would be sent, via text, from a 5 digit code - and would be done in time zones IF IT WAS REALLY DONE.

Totally legitimate . . . this is the Dept of Veterans Affairs emergency contact system. They use it to notify employees in emergencies, disasters, etc. It has been activated due to Hurricane Dorian.
Its legit. As a federal employee it tells you to come to work in emergencies. The hurricane in florida.
