This appears to be a call regarding local politics. It is legit although it might be annoying, it can just be ignored. It seems to be Tell City Hall regarding a recent survey or healthcare plan. They appear to be located in Alberta and seem to call a lot of people. If you don't have an association with Alberta, they most likely called you by mistake and can be ignored.
