It's not a spam call, it's a number used when inmates are calling outbound from prison. My brother calls my family from this line all of the tome. The robot at the beginning is just for you to accept or deny the call. The block option is incase you don't want to continue to hear from that inmate. Once you accept the call, it starts charging the inmate for the call and not you. It's safe.
