This is a call from an inmate at a jail or prison. A company called City Tele Coin provides service to the telephone kiosks and consoles in detention centers across multiple states. There have been many reports of dishonest (double-)billing, poor customer service, and generally shady business practices from this company - afterall, what alternatives to speak to the inmate(s) do you have? They have essential no competition.
