Annoying spam robocallers

I think they use Sideline so they can use a different number (YouMail has this feature too). But one of these accounts are a prison scam or actual prison calling. Here is the message they left me: "An inmate at Virginia Department of Corrections St. Brides Correctional has requested that your phone number be added to the allowed list of numbers to dial in order for this offender to call you in the future. We will need your approval please answer the following questions. Are you the person authorized to make decisions. The telephone number."
