Calls and never says anything or leaves a message

Automated message stating that a package in my name has been seized by U.S. Customs. To avoid legal consequences press 1 to speak to the officer handling your case. I did not press 1, so not sure what the actual goal of this scam is.

Looks like some sort of early morning sales call from people selling data. They are now on our never work with them no matter what list (demandscience.com).
