This is a collection agency. RMB. In my case it’s a large medical bill. I already have a payment plan with them to pay it off, but they still have to make an attempt to see if your situation changed and can pay it off now. It’s what they get paid to do by the hospital that hired them. I spoke to them, actually very nice person and that’s how I found out that their job is to continue to collect on behalf of their client. I just added their number to my contacts so I can ignore it next time they call. They might be hired to collect by other businesses, not just medical.
