This does NOT happen when calling an authentic Chase institution. This is a phishing scheme. Once you answer this number or try to return the call, they will call you every day, multiple times a day.

Definitely not legitimate. Why wait so many months after I get assigned this number for the first call to start trickling in?! I do not have a credit card with them. And I make it a point to NEVER use a direct contact number with any biller! That's the best way to weed out the scammers and legitimate callers. Only scammers will be calling a number that you never had on file with the biller.
